Seen multiple bug report threads claiming it doesn't work.

No, and anyone who tells you otherwise doesn't understand Day9's background and how he came to where he is. Tobi is a shoutcaster, that is it, he goes on interviews and podcasts as a guest because he is probably one of the most well known figures but he is not the community person that Day9 is. He just casts tournaments. What about 2009 videos? Sure he didn't make dailies, but he was probally a better player than Day9 and became a caster and commentator after he stopped playing as well. There's not that much content, but what there is should be of good quality. http://www.teamliquid.net/forum/viewmessage.php?topic_id=288814 "The legendary captain of FTD and LGD.sGty became a caster and commentator shortly after his retirement from competitive DotA. He released a series of Chinese commentary videos that were highly regarded, not only for the level of insight provided, but also for the entertaining nature of his ramblings, and stories of the competitive scene." Yes, watch 2009's videos. They are the closest thing we truly get to Day9. Nebula does well with his dailies, but he just doesn't have the knowledge of the game required to teach it at it's highest level. Dendi also did a twohour video rambling about a lot of things related to solo-midding. Good watch as well.

Similarly for melee heroes that need to chase a lot - seeker, Nightstalker, arguably juggernaut if you play him that way, phase are often the right choice, because you gain the manoeuvrability of extra speed and running through stuff.

A hero like Juggernaught or Windrunner should get phase boots but for different reasons. WR to escape/be able to windrun through creeps. And jugger to chase after heroes more easily. But yeh for the most part if you don't know what your doing go Power treads for MS, AS and stat gain.

Power treads are good in some cases, but most heroes who cannot do good dps with their physical attacks benefit from other boots more.

When you're coming out of mid, you already have levels on the heroes you will be ganking so the damage and chase speed let you put in more damage on the front end of the gank and a couple extra hits if you need to chase (and the stats are less necessary because you are already higher level). The extra +14 damage over treads also allows you to dominate the last-hitting in your lane. Last-hitting dominance lets you farm up your stats items faster. If you won't be able to gank or need the early stats, then get treads. As an example, Dendi talks about getting the str belt as first item after bottle when soloing vs lion because you need the hp to survive his level 6 combo. Soloing against a lion, it just won't be plausible to get phase boots and stay in the lane once lion is 6 until you hit level 8 or 9. Same thing with lina, stormspirit, clockwerk (unless you have blink), or any other hero that can combo-nuke you at level 6. Yeah, agree with this. Except keep in mind that Treads got nerfed a while back to only give +8 to all stats instead of +10, so it's extra +16 damage over Treads now.
