But electoral districts being rigged so that most Americans are not properly represented in the House of Reps is an issue of both an uninformed citizenry and a corrupt government apparatus.

Why though? Isn't it the job of a political party to call the other one out and - in a competent manner - tell the electorate why you are the better ones(even though you suck too but a bit less...)

No a clean CR would pass with the help from Democrats but Boehner won't allow that as he would lose the speakership. This attempt was to bypass that with majority of Republicans, the Tea Party members didn't like the bill so refused to help thus here we are.
