I don't think I agree with your interpretation. No Master league player, in practice, drops to Bronze because they've gotten worse at the game, but only because they've thrown games, even if they've changed races. What this means is that if someone does this, their Bronze league opponent will see a Master league player unless they somehow stabilize their MMR in Bronze league (rather than, say, winning all their games and heading back up.) Note that the Bronze player is not actually better than the Master player in this case, though they might win if the Master player exits the game before it's over.
My take is that they figured they couldn't reasonably take account action against all those people throwing their games to lower their MMR, but they could at least leave the higher-league label on them while they were doing it so that their opponents know what's going on.
Face it, the only reasonable explanations for a Master-league player dropping to Gold or below are either manipulating their MMR by throwing games or account-sharing. Maybe once in a while someone loses their arm in an accident. That unfortunate player would then eventually stabilize in a lower league and get a demotion.
