I don't know what I could scout in these 5 seconds - maybe it means that you can get up the ramp with a 13 scout if you scout terran last to see if they have taken gas? The again, I guess you'll still be too late...

To quickly address the random number they used for the HSM
the 2.953 speed means that the HSM will be JUST slower than the following units (who have a speed of 2.9531:
Corruptors Ultralisks Speedbanes Stalkers Reapers
It also means they are now faster than:
Slow roaches Chargelots Vikings Medivacs Banshees

When a building is canceled or salvaged the minerals returned will be displayed at the building location for the owner, for enemy players a floating text will be displayed. No mind game anymore?

I think we are talking against each other on behalf of Fungal Growth change:
Fungal Growth damage changed from 36 (+30% armored) to 30 (40 vs Armored). Is this a 40 or a 40%? Could someone clarify? The official blue post http://us.battle.net/sc2/en/forum/topic/1213111662 has no % in it!

I think the warp prism, mothership, immortal, hellion, ultralisk and overseer change will go through while they will revert the bunker and the infestor change
I dont know how the ramp view radius will work out but I guess it's good. Gives more advantage to the defender

I think its more to address the ultra late game we're seeing in TvT. Yeah the HSM makes the Vikings fly away, but that's about it. Now when you get the HSM off, they should get hit and die
