Also note that the differences in IQ are miniscule compared to difference in SC2 performance. 5 point differences in IQ are easily achieved by cultural and educational influences (see your own map). As for engineers and scientists, West was pumping much more of them in the past, it is more cultural/societal difference as western societies are somewhat neglecting those areas.
