Probably for the same reason that a lot of African Americans, Indians, Asians, and various other racial groups do it in America and other places. It's definitely not limited to foreigners in Korea, or even Asia, it's just that over there you're in the minority for a change and you aren't used to being a part of that sort of thing.
It's definitely all over America as well, just not quite to the same extent (and of course for different racial groups). Not that I'm saying it can't be annoying though

I've always thought that one of the most honorable profession out there is to be a teacher. They literally forge our future, most do it with want if not passion and the majority do it for very little in return. In general teachers that go abroad of their countries are curious individuals who still have a sense of adventure and want to learn themselves.
