Considering that Global and North America had their own qualifiers, with the reward being a trip out to Southern California and the ability to play in the money-awarding part of the event, which had a completely different format, that is very shaky ground to stand on.

Blizzard have demonstrated that they are willing to very nearly ignore their own rules. A big tournament like DC will have WCS points, I can almost guarantee it.

It gives players a chance to qualify for Blizzcon even if they do poorly in WCS, which I think is quite fair. It also creates some great storylines.

Yea, its weird as fuck. Last year Hyun got 3 top8, 3 ro4, 2 silvers and 1 gold and still didnt make it. This year Jaedong gets 3 ro8s, 4 ro4s and a participation award from WCS AM and is guaranteed a spot.

Dreamhack Winter was after Blizzcon and had no relevance to the WCS system, which is what's being discussed here.
Look, I'm saying that you absolutely should not be surprised to see WCS points being handed out for Red Bull DC. Since it takes place before Blizzcon and has had players qualify (through separate events, granted), I feel like it's a sure thing that Blizzard will make sure to reward the players that made it for their efforts. Do the rules say that they can do that? Maybe not, but they don't exactly have any reservations with stretching the rules.
