Well this is going to be awkward for me but since team liquid is such a nice and mannered place i feel a little bit more comfortable to talk about it here.
I been overweight most of my life so i was really not able to notice this issue before. I have been slim now for a year and a half and one part of my body still has way to much fat compared to the rest of my body. Its my chest area , so i got man boobs or moobs i believe.
At first i thought i just had to much fat on me still so i continued to lose weight , lost inches around my waist but my chest area is still the same.
With clothes on , you cant notice it but i feel embarrassed when i take my shirt off.I seen guys who are heavier than me and dont have those bump outs at their nipples like i do.
I have read something about this and teens seem to have this problem but i am not a teen anymore, i am 22 years old.
Some recommended me to lift weights so my chest improves on muscle and i been doing that the past months , my chest got bigger but so did the moobs.
I feel like a mutant with this defect.I probably should go to a doctor about this but i feel a bi to embaressed about it to even discuss it.
I just had to let it out because i havent told anyone about this problem of mine , i am to ashamed to talk to my friends/family.
thanks for reading.

Man up and talk to your doctor?
It could be some hormonal thing, either in your body or something you eat. Either way, to fix it you need medical help.

i have no idea about this but my suggestion would be just talk to a doctor. doctors have seen everything so they will be able to tell you for sure if its normal or not and what if anything you should or can do. They are a professional so it's not like you have to be embarrassed or anything like you would with a friend. As I say, doctors have seen everything before anyway.
There's no reason just to stress about it and not do anything. It's obviously causing you distress so just make an appointment and see what they say.

I'm not an exercise expert, but shouldn't you be trying more cardiovascular exercises to lose weight/fat instead of focusing on building muscles at this point?

I have a friend in your exact predicament. He was solidly overweight in 10th grade of high school, moobs and all. Now he is 22 and he has gotten a lot slimmer due to diet and working out, maybe only a bit heavier than me (I'd say he's 170 lbs 5'11) and he says that the moobs seem to be permanent ): If you find anything out, let me know. Otherwise, I'd just suggest the tried and true: 1. DIET (don't eat less, just eat healthy!) 2. Exercise.

Doctors have seen it ALL, can and WILL help you
Also, ironically enough, bodybuilding or weightlifting forums will be a great help here.

Definitely ask your doctor. Not because you're seriously ill, but because they're the experts
Good luck!

The most efficient way to lose fat is to first build up muscle mass (lean muscle mass; eat healthy but enough to sustain muscle growth) then follow with a cutting period where you workout to burn fat and eat less (because you aren't growing your muscles you don't need as much food). This helped me to lose my moobs after I lost ~40 pounds; now I just have a manlymans chest.
It did take me about ~6 months after I lost the 40 pounds to get my body into a state I would label desirable. But then again, all the good things in live require effort to aquire.
If you're truly serious I'd recommend running the stronglift 5x5 program, and do it properly (you -will- injure yourself if you don't squat/deadlift etc correctly). I've done quite a bit of research on the subject but this seems to be the best way to increase your muscle mass if you're a beginner.

It's called gynocomastia (or something), it's an "affliction" that causes a man's glands in their chest to produce a breast like tissue. It's fairly common among people who get older. When you go to the doctor he/she will most likely recommend you get checked on hormone imbalance and liver function etcetera. If it indeed turns out it isn't fat but its that tissue I mentioned, the only way to get rid of it is surgery.
Edit: In 99.9% of the cases it's nothing to worry about.

This is pretty rare and from his description not what's happening to him. Those boobs you would actually see through a shirt and you need a bra for them.

Well I don't think it's possible for anyone to diagnose someone over the internet like this so I guess it's up to the OP to see if he recognizes symptoms or something, and go to an actual doctor.

cases of gynocomastia aren't commonly that extreme, most of the time its just regular man boobs. there are suppose to be certain chest exercise that reduces them but i don't remember them off hand
