No, I don't believe that, but in my opinion what makes this one special is there is BlizzCon just before November. BlizzCon and interacting with community is the only motivation for me to think positively. Other than that, my view is the same with yours.

EDIT: Upon reading the patch summaries on Liquipedia to try and figure out what differentiates 1.X patches from 1.X.Y patches, I have come to the conclusion that it is editor improvements. Bugfixes and balance changes appear in 1.X.Y patches, meaning that only editor improvements appear exclusively in 1.X patches.
Now to wait for Blizzard to prove my lovely theory wrong.
Typical numbering schemes are completely open to interpretation, but the general rule of thumb is that a X.Y.Z where X signifies a massive and significant complete overhaul over the entire system, Y a significant change to one or more parts, and Z is minor changes. There are no guidelines outside of company policy as to what patch names should represent.
For example, Firefox have been quite open in that they have been bumping up their X number simply because IE is at 10 or so, and Chrome is at version 14, and if firefox is only at 5 or 6 they look inferior on a low level.
So you can't read too much into this change other than it probably won't contain any vastly significant changes to the actual build. I wouldn't expect any changes to UI or anything (like we got in 1.4), but as far as I'm concerned all unit statistics (damage, health, build time, spell cost, anything balance related) is up for tweaking.

yeh wont be a patch before HOTS, hopefully in HOTS they sort out every issue as this game is a joke at the moment. The new units need to change so many matchups.

No balance changes are OK. Changes in a new patch are not always good. At the current state of the game, Starcraft2 is pretty balanced.

if they change anything involving balance they usually release the patch on PTR servers like few week before official release, so you can safely assume that it will be just bugfix patch.

I predict end of 2012 release for hots so I imagine they will still do a couple more balance patches for wings of liberty. If they stopped balancing this game for a year I doubt it and we all know its not coming out within the next 6 months (if it does my mind will be blown).
But I don't think the november patch will be about balance imo.

I think they'll announce the start of the HOTS beta this weekend. Depending on that I think it'll be easy to tell whether we will see any more balance changes for wol. If HOTS Beta doesn't start this year we will see some more balance changes, but I don't think blizzard will put any effort in balancing wol once they are focusing on the beta.

as for starcraft, I believe there was a 0.10.3 in beta or something.
also, I heard of a game once where the version number increased to have an additional decimal for pi every version: like so
3, 3.1, 3.14, 3.141, 3.1415 and so on.
game versions are not limited by "tenth" or "hundreds", it is simply most commonly:
if we completely revamped the game, we add 1 (and scratch everything after it)
if we made a significant change, we add 0.1
if we made a small change, we add 0.0.1
if we made a tiny (almost irrelevant) change, we either don't mention it at all or we add 0.0.0.1, this is very rare to do.

HOTS by end of 2012 at the latest. It'll likely be by Q2 2012, depending on D3 release date. They won't want to release both games simultaneously.
