If you're arguing that the best players should qualify, then that should also apply to WCS.
Right now foreigners are preventing the growth of the korean scene.

GSL is the highest level of Starcraft and should be open to everyone, whereas other tournaments such as WCS can focus on goals like fostering local scenes etc. While Korea needs tournaments to foster the lower strata of their competitive scene, GSL isn't it.

Well, cheese is one thing but cheese every game is another thing. Also, there are 2 cheeses for NoRegret, proxy hatches and lings all-in (either from 12 pool or 3 bases (20 drones)). May as well pull the workers like NaNiWa did. That may be actually more entertaining.
