Just a sign that ro32 isnt relevant, ro32 is code B and ro16 code S, so, they will get 2-0ed until the ro16

The problem he's getting at it's that low-tier Koreans can't. Look at how many amateur players signed up: Prince, HHs, Nightmare etc.. If you can't support the grassroots scene, your pro scene will die off. It wasn't a problem when proteams and proleague were a thing, but now it is. Having said that, I can understand GSL being free to participate for everyone as it is a league (opposite to a weekender) and you have to stay in Korea (well, you could make trips back-and-forth, but I don' think any of qualified foreigners actually will do it) to participate. Korea also does have their own online tournaments and amateur leagues so maybe it will regenerate in the similar way the BW scene did.

Open WCS Circuit to some extent to Koreans (not just the ones who have teams which support them getting Visa).
Motivated and good players will participate in GSL & WCS Circuit events like foreigners are currently doing.

But I firmly believe this is not Blizzard's decision and the GSL wants foreigners competing in Korea for the hype. +1, players like noregret or scarlett send players to retirement just for their pleasure of losing in ro32 while they can play WCS circuit, it's absurd I don't like foreigners to complete at Korean events either but I think the issue here is the stupid qualifier format.
I think they should qualify 1 person per group (AKA 14 players qualify in first round) and then the rest get reseeded and divided into groups again and in the end another 14 qualify.

It's not bad for the top 15 koreans. Think about the lower tier ones like Impact, Forte, Hush etc
Tbh Korean Starcraft has always been hugely top heavy, and the fact that there are foreigners in Korean qualifiers makes it harder for the lower tier guys, but only a little.

But they should not be allowed to play in the WCS Circuit if they choose to live in Korea and play GSL.
I am in no way blaming the players of course, they are just using the system as Koreans did when nothing was region locked, I am just criticising the rules.
Region lock must go both ways!
Edit: I think I remember Scarlett herself saying that it's unfair.

You guys do realize only Zest, Myungsik and Impact were beaten by the foreigners for the spots while Cure lost to Prince, Creator to KeeN and Byul to freaking Forte!!!!!! I'm not sure why you're complaining about those three as well as Zest cause he's in bad form anyway.

Korean top-tiers are still going strong but the lower-middle ones have been decimated. Kespa leaving and the teamhouses closing undercut the entire scene until something like this inevitably resulted.

You can't just say "well if you have an internet connection you can play in WCS" and "if you LIVE IN KOREA you can play in the GSL". That's the problem. If WCS were actually a league and not an assorted series of weekenders you could "open it up" in that way.

And no new talent is flowing in because there's nowhere to do so and literally no chance of any team picking up an unknown Korean talent and paying them sufficient salary these days.
