I would say sure, but it's really really op compared to exhaust on pretty anyone but the support, and ignite if your hero auto attacks AT ALL. spoilers for those of you picking up PTSD Teemo later this patch, it's really good on him too | ||

Its just like S3 when Lizard and then Golem and the Spell Vamp one were so good at one point that laners bought them. The solution was to make jungle items really crappy (and jungling unfun and crappy) but make jungling nearly impossible without it. | ||
