They can either: A - Decide that it's okay for top laners to have smite (they won't do this) B - Buff Flash and Ignite to compete with smite (they won't do this) C - Buff other itemization to compete with jungle items (they won't do this) D - Nerf jungle items till top laners don't want to take them (they MIGHT do this but it would fuck up jungle balance hardcore) E - Artificially restrict top laners from taking Smite. There's no clean way to solve this issue IMO, so they may as well just artificially restrict smite the same way they artificially restricted the jungle items.

And I'm pretty sure the gromp buff is not the only reason this is strong.

More than likely, they'll just nerf Skirmishers into the ground. Fucking laners. This is why we don't get to have nice things and don't want to gank for you.

There's no clean way to solve this issue IMO, so they may as well just artificially restrict smite the same way they artificially restricted the jungle items. A - If Riot decided Top laners were OK with taking smite how long before every member of the team has smite and objective control is completely ridiculous? I dunno just seems like a downward spiral. B - Then Flash & Ignite would be far better than all other summoners (well, worse then it is at the moment). I don't think anyone wants less choice when it comes to summoners. C - Then other itemization would become too strong. Jungle items are supposed to be extremely cost efficient due to lower incomes of junglers compared to laners. If laners first items were as cost efficient, they would get the items either earlier than the junglers or when they get the items their power spikes would be FAR stronger. D - Hopefully they don't do this... Again jungles would lose power. E - Probably the only option. This isn't DOTA so who gives a shit if its artificial lol as far as im concerned the whole game is "artificial". I think Riot wants jungle to be a fun, strong feeling role to play in soloqueue. Hence the movement away from wardbitch aurabitch junglers. Just catering for soloqueue, which is totally OK by me.

Another way to enforce order would be to allow support mains (11 of last 20 games played as support) to dodge without any penalty. This way if a team was moving towards an nonviable comp that would lead to a miserable game or someone was trolling the team in a way that would make the game miserable the support could abort the whole thing by dodging. This option has the advantage of not hard enforcing a meta. If you could convince people in chat that it really was a good idea to implement some other idea they could do it. And if the meta shifted significantly, you wouldn't be stuck with the system mechanically enforcing the old meta.
