More seriously one of the consequences of making all the jungle camps essentially equal in terms of experience/gold value is that stealing just one of them has less impact. If you aren't stealing a critical buff or putting in a very concerted counter-jungling effort you aren't accomplishing much, and if you're contesting important objectives like that chances are you don't want Quick Smite.
Realistically Quick Smite needs to be stronger as a farming/counter-jungling tool if it's going to be used versus Challenging or Destructive. Desolating Smite is similarly limited in value (although it, at least, can help Sieges by wave-clearing!).

AOE smite seems weird to me because if the intended use is to help slow clearing junglers, most slow clearing junglers are big AOE junglers who kill the small mobs right away and then sit there autoing the big one.
I think the counterjungling smite makes a lot of sense and is really cool. If its weak all it should need to be strong is just numbers tweaks.

Really, if I wanted to play a counterjungling style I'd just pick challenging smite because that's the type of champions you want to be counterjungling on.

Nunu's the only one I can think of that might make really good use of quickening smite, but the one that slows seems really strong on him too, layered slow cc seems pretty stronk.

The core problem with Desolating Smite is that it'll only be there to help you on one of the two big AoE camps each clear unless you seriously take a weird route. It's fundamentally bad at what it's supposed to be good at, which was already a fairly narrow focus, and I don't think numbers can fix that unless it's in the form of a huge cost reduction.
Quick Smite at least allows you to clear three camps while Smiting twice, whereas the base cooldown is such that you can start on one end and not have Smite back until you reach the other.
