Drow used to be around 65% 18 months ago iirc. DotA is terribly balanced for pubs, that's for sure.
You're thinking of post rework Drow/SB/Cent where these heroes are banned in Captains mode but released into the wild pub circuit. I like this system myself, allows icefrog to do retarded stuff like Global Stampede that stuns without completely breaking the competitive game.
Technically Riot does that too, by disabling champions for two weeks after their reworks.
As for itemisation, imagine if building Diana Zhonya's + Abyssal let her do as much damage as Lichbane + Deathcap now, that's pretty much DotA. Pretty hard scaling damage abilities/passives (Naix basically has BotRK's passive as his,' cept he also heals for as much as it damages, and his slow/damage amp ability increases everyone's sustain basically) and hybrid itemisation means you already have the damage by default, you just build to survive. You also don't have to devote more than one slot to crit (and not everyone does it, while marksmen all build at least 2 items with crit, major items too apart from those relying on Triforce/Ghostblade builds), and you're generally stronger by virtue of being a bunch of levels higher than the non-core enemies, so more stats (DotA goes to 25 levels and supports usually lag behind by a ton).
That's sorta something else about melee carries in dota. You can get them to twice the farm of everyone except the opposing slot 1 pretty regularly. If you could do that with like master yi, he'd become a melee carry as well.

Yeah but it breaks pubs, which is what 99% of the players are playing... I don't really this as a good thing, as much as I love DotO.
Pub mentality is a lot different in Dota then it is in LoL, it probably wouldn't work in LoL but it does in Dota.

just watched one of the games with meteos on kr server and enemy jungle rammus started with cloth armor is it considered better than machete since both build into quill coat?

I don't think so. I haven't tested Rammus but machete tends to give significantly better clear speeds on other junglers and equal or better sustain imo.
