I think it'll actually be the other way around. The Lucian in the new patch will be extremely OP, and will be nerfed in the next patch.

If we think back to the blue Ezreal build, it's really nothing special, except Ezreal's Q can reduce his E's cooldown, so if you build some CDR he becomes kind of slippery and can kite backward. Ezreal's E has a 11 seconds base cooldown at rank 5 (6.6 with 40% CDR) and its cooldown is reduced by 1 second for each Q landing.

But Lucian... sigh. With 40% CDR, his E has 6 seconds cooldown at rank 5. If he hits a champion after casting E, his E's cooldown is reduced by 4 seconds. For all intents and purposes, his E can have a 2 seconds cooldown if he is built correctly, plus an almost instant E reset if he also use his Q or W. Once he hits level 13 basically nothing can stop him. He'll just kite back instantly, use his 2 seconds cooldown E (which can be reduced to 0 if he use Q or W), and do not forget HIS E REMOVES SLOWS FROM HIM.

How do you get 40% CDR, you may ask? It's pretty simple actually. Run CDR boots (15%) and scaling CDR blues (15% at level 18). Then stick in another 10% with a ghostblade or blue elixer, and you are at 40%. Before level 18 you need both ghostblade and elixer.

His laning phase will definitely be weaker, but once he goes into around mid game it's game over.

uh... do 5% blues 10% quints, then you have life steal and flat MR to stay safe with, thats what I do already. Anyway I think this is a huge buff to playing him skillfully, and he may be viable mid and top now as well

Still a shittier version of Vayne's tumble, the slow removal is nice but i dont think it will tip the scales in Lucian's favor that much. Lucian will also have 50 less range than Vayne and that is atrocious(he will tie with non-W Kogmaw and Sivir for lowest range ADC).

I think it's gonna be tough for Lucian. His laning phase will be rough, and while the mobility sounds good later, he still won't scale as well as Tristana.

1. Go across most walls
2. Removes slows
3. 0 seconds cooldown (barring casting animation for Q/W and autos) if he also use Q/W

It's definitely a better version of Vayne's Q. You have to get some CDR to make it work with Lucian, but it's actually not that hard.

10% from Youmuus thats the only CDR I can think that is viable on Lucian other than Black Cleaver.

Her midrange still sucks. Just the bt nerfs made it more bearable. Kog still a tier above trist in competitive imo. Smoother powercurve makes kog stronger, which is pretty important considering how snowbally dragon has become again.

Lucian probably gunna have to be played in 2v1 lane with this range change... and maybe hit botrk asap and then use extreme midgame slipperiness to fight skirmish like fights? At least in competitive.

If you delete enough champions, then you didn't delete any champion! Riot is a den of geniuses. Seriously though, watching dota2 and seeing thoses 6 sec amumu sized aoe disables makes me wonder what could have been of LoL if they chose a different balance philosophy
