No the minions were made by chipmunking (a la alvin and a chipmunks) so they increased the frequency by computer. which is different than someones baby talk voice with a little bit of a filter over it like gnar.

The main problem he will have is what happens if he gets ahead in top lane. Most champions in top lane have some zoning and chase abilities but Gnar will hop on you and land on the other side basically removing any chance of the enemy being able to run away.
