Upon arrival in Gold I, started getting clamped around 80 LP. After two series lost 0-3, and some more win 4 - lose 3 - win 3 - lose 6 streaks, I'm now starting to get 4-5 around 50 LP, so I guess it depends on the gap between your Elo and the division. The further ahead you are, the latter it starts clamping.
Basically, BotRK can be rushed on Vayne, Twitch, Varus (all for dueling), Tristana (makes up for her midgame slightly, adds burst to her combo). On Graves, Sivir, Corki (if you don't go Triforce), Varus (if maxing Q, for burst/poke), MF, BT first. Doable on Cait too, generally to power up Q and ult and make you better with a fast push goal in mind.
Don't go BotRK first on Cait, Ashe, Ezreal or the BT first guys in general (save Varus). That's a pretty shit build order that will only hurt you. And if it seemingly doesn't hurt the Ezreal(s) going Manamune/BotRK core, be it mid or bot, it sure as hell hurts my brain. Same tier as Lizard-rushing Ezreal(s).

They already announced the solution I believe. People are going to be allowed to drop tiers in S4, so clamping won't be so harsh because the system won't have to make sure they are well above the next tier threshold to enter. It'll still probably be hardcore in D1 but there's not much they can do about that.
Without ever being Plat, I went from Gold I 0 LP to promotion series in 4 games getting 30~35 LP a win. Went 3-2 in promotion. I was getting more LP per win in Gold I than Gold II.
I guess decaying 2 divisions at the beginning of the season helped not getting clamped lol.

I am pretty sure you want BT instead of Bork. Basic rule of thumb: If you got nice AD ratios on your spells, you want a BT.
That was my logic in rushing BT, but I've seen a lot of Graves build Botrk first. Didn't know if that was me building improperly or a side-effect of my being in silver league.

If I was going to give them the benefit of the doubt, they want the additional kiting/pursue ability over the raw burst damage.
I just remembered this funny story, my friends were at MLG Anaheim when they had LoL this year. There was some dude that was bragging about how he was diamond and how he hated how dumb bronze players were, etc. Well, he had a jersey with his screenname on it, and when they lolking'ed him he was only silver.
Annie - Annie might seem out of place on the list, but I stand by her place on it. She is incredibly easy to be effective with in Solo Q. She is one of the easiest champions to last hit with because of how her Q works (mana return on killing blow). She has a 1.75 second stun that makes ganking for her lane really effective and easy to do. A flash tibbers stun initiate on multiple targets can easy win a team fight and lead to easy objectives. She works very well in lower brackets as well as even in Challenger. Her weakness is that she has no poke and is weak against poke comps.

Lol? This is clearly not the case seeing as how morde is simply not a good champion right now. I still remember the good old days of watching scarra go 0-4 on morde in 10 minutes.
Most junglers have a CC. Combine that with double buffs and an overextended morde can be solo'd by the jungler, and if nothing else, put far behind. There are no good starting items for morde that allow him to go wards + health pots. And it doesn't matter if morde hugs a side when he's pushing as a melee champion against champions with gap closers.
Is Morde even good lategame? I mean, its hard to get a good ghost seeing as you are subbing him in for the champ on your team that would otherwise be the best at ghosting fools.

I think it's a good buy on most adcs when facing divey, high hp bruisers, though never on Ashe/Cait who both stack a lot of crit (which doesn't multiply the proc) and don't want to ever be within 450 range. Trist is the special case because she wants the midgame power -- if a Trist has an early lead they should definitely skip bork and go BT or IE
