poppy is pretty damn balanced. her role isn't something that is typically filled in LoL, but shes one of the very few who can fill it. Situational champions are good for the game. every champ being useful at any time leads to one of two things: blatent power creep, or homogenized gameplay.

Well, not seeing competitive play doesn't mean being bad or anything.
You can do what Akali is supposed to do with the pick. Her gameplay just changed from «faceroll at all levels» to «play really safe until 6 then wreck faces as usual». She's still viable and still can win games, what else is there to be to be considered «balanced» ?

She was never faceroll in lane even before s3 nerfs to her shroud. It used to be, "oh I'm only down 20 cs when we both reach lvl6". Now it's more like "I'm down a level, my turret is at half health and I'm down 30 cs"
as much hate as vlad gets, ideally I'd like to see her pre-6 work out similar to vlad. But, it's much closer to poppy in terms of laning phase.

Akali too strong once she gets going to have a stronger lane phase. With the way her kit works I really think that if shes viable competitively then shes stupidly broken strong at lower levels, as it is right now shes totally viable solo queue at any level and I dont think she needs too much of a change.

Akali is balanced right now, she doesn't see play because dudes that do the same things (zed, ahri) as her are not balanced

Oddly enough I think both ahri and zed are in a solid spot right now. Zed has more kit issues and less so power issues.

I have a 62% win rate with a decent number of games as Teemo, Skarner, Voli, and Soraka, and a 58% WR with Darius. I'm just too cray to stick to what works.

After Shyvana was getting play in LPL I decided to try her out yesterday.
Oh man, she's so fun. E, AA, Q is awesome burst. Sadly I think she still needs help, like you need a Janna or a Lulu or something.

Akali was pretty stupid before, the number nerfs were pretty justified. The only thing I really dislike was the cd on her ult at lvl1, it just feels so slow and you can't chain ults together as quickly. By lvl3 though you're still just flying everywhere

Try running akali + support top lane (my fave is fiddle). Bully the lane, win jungle ganks, towerdive all day after 6, and either can roam mid if there's nothing better to do.

If you are playing Shyvana top you shouldn't have many issues, she can out splitpush anyone and really can't be killed in any 1v1. She also can eat up so much of the enemy teams focus with only Cowl + Sunfire + boots, that small combo alone puts her into near unkillable status with all the free resists she gets.
