But I agree a lot of people just don't buy locket since they'd forget to use it anyway.

I still think the most underrated aspect of Locket is how good it actually is in multiples, because while the duration is short, the "half-effect on further lockets" effect is equally short (only 8 seconds)--meaning that a 2nd Locket will pretty much always be just as effective as the first, and a 3rd one will still be useful.

Nope, because he only has to find farm somehow.
I'd say the best way to make farm allocation work one way or the other in soloQ is to have champs on which farm is desirable with good farming capability, and to play aggressive and take towers as soon as you can, convincing the laners thus "freed up" to rotate. Once the outer ring is down, you free up a bunch of the map and since the enemy team will most likely react to you that'll create opportunities to farm big waves in empty lanes. Then, you send your good farmers nuke them and get back to the team. Hecarim's good for this because he's a pretty strong duelist early, with efficient ganks to get your lanes ahead (since you can't kill towers as efficiently than in organised play, snowballing is the best way to create later opportunities) and the ability to AoE farm fast through Q and W. So you just torch your jungle, gank everywhere you get a good opportunity (esp. when ult is available) and focus on killing towers fast. You're super mobile with your E too, so going to a sidelane then back to the team when people are about to group isn't a problem. And then you're farmed.
(Same reason Morgana, Swain, etc. kinda suck when teams start grouping super early >_<)

Farm allocation is the polite way of saying it.
I've played greedy support before and cleaned up lanes plenty. Certainly you can do it on a jungler.

In solo q you don't need to worry about "allocated farm" because you just run to whatevr lane and farm it and go farm your jungle and bam you're easily as farmed as a laner unless your laners somehow never die (or leave to gank) in which case you probably win anyway

Well, junglers do come to whatever lane but it's really annoying when I'm freezing my lane and trying to make my lane opponent have 15 minions or so by 20 minutes and the jerk jungler comes to "push the turret". So please think a little before you just "tax lanes".

Junglers that "tax lanes" are the worst kind of scum. Do so much work to come back in lane only to have jungle come and help "push lane" taking all the farm leaving me behind again after all that effort

It normally doesn't effect me since I only care about myself(huehuehue) but I think this is the 10th lategame that we have come back from to throw by greed I've had even after shouting at guys to back. No buyback in LoL means you can't be greedy at all in lategame.

Would you rather share 10 cs with your jungler to push to the tower, denying your opponent gold and experience plus putting damage in the tower, or take the 10 cs yourself and your opponent don't miss anything significant?
