Rumble is about living to level 5/6 and killing them in one combo because everyone underestimates the yordlescum.

Old one was stand still, pick gold card (while not moving), you get another one; you didn't cast the spell twice.

There's no problem. Just learn the heroes and figure out what champs you can play against them. Top lane used to be a sustain fest so people aren't used to the more cutthroat top lane.
Looking at the Rumble numbers a bit, why is it that no one maxes E first? It looks to me that his E does about the same damage as his Q anyway (disregarding the AP ratio a bit).

I might give this a try.
E has a longer cd, Q does the same damage at rank 3 and more damage at every rank thereafter.

CD is not the most important thing when it comes to trading though.
