TLDR: They are afraid of interwoven bans stopping non-standards comps (Poke Comps I think they have in mind) as well as making solo lanes even more hard-countery. As if "non-standard comps" aren't too rare already. "Non-standard" comps are rare by nature of the fact that they are easier to counterpick. Standard comps are chosen BECAUSE they are resilient to counterpicks. The whole purpose of a 2nd ban phase is that it can curb counterpicking, and thus open up options for team-comps or lane arrangements that are shut down by a single pick.

If a team banned out all of the common supports it'd force some unusual bot lanes or possibly even new comps built around not having a standard support. If we had more bans we wouldn't have instances where pro players on the highest caliber of teams come to tournaments with only three champions prepared to play (I'm not even pulling that number out of my ass, so many players especially AP mids and AD carries play 2-3 champions for an entire tournament). I think the more likely reason is they don't want to limit ranked more than it already is. Their business model is not conducive to adding more bans or layered bans. I think the competitive scene should consider adding a new ban phase without Riot's consent for tournaments. I remember way back when teams would do picks/bans in pre-game lobby Hotshot mentioned that CLG was working on a program to handle picks/bans for tournaments to speed up the pick/ban process. I'm sure someone could make a program similar to that for tournament organizers to use. Basically with the large number of champions I don't see any justification not to create more bans. Teams get to come to tournaments with only a handful of champions prepared and that isn't good for the scene at all imo. I agree with more bans. I kinda agree with the "no second ban" phase though. With the current champ pool it pretty much eliminates most hope of playing a poke comp, the meta gets locked in until they add 2-3 more peeling/kiting/defensive supports and 1-2 more long range ADs.

I don't see how this is a problem. If you are PICKING a certain type of team comp, then you can pick the core picks that are limited in the first pick phase. A second ban phase limits the ability of REACTIONARY picking (e.g. counterpicks) because it allows you to curb counterpicks before they can occur. If you go into the game with a special team-comp in mind, then the second ban phase doesn't harm you. It only helps you. By nature, proactive picking occurs in the first few picks, and reactive picking happens in the last few (because you can't make counterpicks before what you're countering has been picked). Having a second ban phase interwoven between early and late picks benefits team compositions that force their opponents to pick reactively (e.g. special strategies that are vulnerable to counterpicking), because it allows those teams to stop certain counterpicks before they happen.

2nd phase bans allow teams playing special strategies to pick around both counter-bans and counter-picks. With no second phase, special comps don't have to worry about counter-bans (which they could have picked around anyway), but they therefore then have NO ANSWER to counter-picks.

They need to add more supports and ADs that are actually different into the game regardless. Having the pool be so low is just problematic for the future in terms of strategy.
