It's because when a player gets good with one race they move up in rank until they start stabilizing their win rate again. It's possible taric and amumu are only good at lower levels. It's possible taric's win rate is only 54% because he's a support. It's possible lux's win rate is artificially dropped because people play her as a support.

From my own observations, he just fits the adc meta atm. Hes a burst support with a heal(albeit a crappy one) armor shred, and a point+click stun. Its perfect for your Graves/Corki/Ez to jump into whoever gets stunned and burst them.
Of course he doesn't do as well in a team fight like Sona/Janna. Hes just an aura whore that gives all the armors. He still gets tankier than pretty much any other support though.

Sivir is gaining popularity I'd figure because Ez/Graves and Corki are not nearly as annoying for her due to the shield and bouncing boomerangs. Honestly a well played Sivir I thought should do really well versus that unholy trinity right?

Dear God...I just saw the statistics for Shen. Shen is very average when he is played. The only matchup he seems to dominate is against Rengar, and he is the most banned champion in the game.
I think people ban him at this point because he is very annoying and for the sake of tradition.

Sivir also can SS blitz hooks/taric stun, which is awesome.
The only reason I never play sivir is her clunky AA animation when she has no AS. The boomerangs seem to cancel on me half the time when I think they are out of her hand. Thus, my Last hitting is horrid.

This is the third free Lulu week and I decided to play her again. But this time I decided to max Q first instead of playing her like Janna.... and the results were amazing. Against non-sustain lanes, glitterlance was absolutely terrorizing (didn't work out as well when I picked Lulu into Taric though). In teamfight she performs really well too by whimsically walking around, turning things into squirrels, and kite forever.
I managed to KS a lot of kills though (tons of damage[tm] with Q + E), in particular one game I ended up 8-1 as support Lulu (and might have lost the game because I KS'ed too much); otherwise it was really fun. I might need to buy her now X_X

That may come down to it being that whenever he's not banned, he's picked by people who think he's a free win. No matter who the champion is or how easy they are to use, people will usually lose with them (unless you pick Ali, then you never lose ) Shen still has a pretty great laning phase along with the ability to change the outcome of a fight across the map.

Shen is balanced for tournament play, not for soloQ. The same applies to Noctourne.

lol, every time I play a normal and get team captain I don't ban Kass and my team flips out because they are used to permabanning him, and like 90% of the time you can tell they have no clue how to play him they just thought they were given a freebee.

Why get an item with no crit if you can avoid it when you have IE? And bT doesn't give you atk spd

i don't think she's fotm, it's just that people think she's an okay pick now because they follow the pros (curse even banned out dlift's sivir).
her early game burst is strong and she has a team steroid that works well, but she has low range, that's pretty much what she is. she doesn't have the quick repositioning that the top 3 AD have even though her steroid gives her MS. i think she needs a smart team to keep her alive. i don't think you can get that in solo q but you do have a strong chance of winning early game so that you can carry.
she's def not overpowered and probably slightly weaker than top 3 but nothing you can't deal with.
i think her unpopularity has to do with her ugly model and clunky animations but she's a decent character.
as for shen i don't think he's OP, i just think he's annoying. thought you secured a kill? nope here's the shen shield. i know i should run away and let his lane opponent get free farm but derp. i would say that i hate the split push but no one at my level is smart enough to do it.
my top 3 ban priorities are shen/blitz/alistar.
i ban blitz because i hate him when he's on the other team and people don't know how to fight against him, and i hate him when he's on my team and he always goes balls deep and just grabs whatever even when it's not a smart move. and i ban alistar because ganks need more finesse to defend against.
i'm really wondering what this game would be like if there were no bans.
