That said, I promise to verify how it actually works when I have the chance. Because I'm on vacation I'm not in a position to now, but I will tomorrow evening.
It's worked the way you described in the past, but either Draven or Darius patch broke it (spinesheath was complaining about it after testing it). It is possible that they hotfixed it, but Flash has been screwy with CC chains for a little while now.
From what Moonbear told me they changed the way their server process priorities so that people with lag can get out of badly coordinated cc - seems that kind of fucked it up.

His hammer E does some ridiculous damage, as it deals 20% of the target's max hp as magic damage. However it feels that Jayce doesn't really do damage outside of that one skill, since everything else has low base damage with mediocre ad scaling.
Going to test his jungling speed with double transformation bonuses + lvl1 E.
Edit: Don't jungle with Jayce :|
Cloth 5, no leash start for a 3:50 level 4 isn't really that bad, and could be better if he did wolves-blue-wraiths-wolves-red-wraiths instead of wolves-blue-wraiths-red-golems-wraiths, I think.
I don't think he'll be a terrible jungle at all. His ganks will be good (jump in and slow, knockback enemy, switch to cannon for chase and silly damage), and while he has no sustain, he has free armor in hammer form and free mana regen as well as low mana costs, so he might even be able to pull off good red start early ganks.
I'll probably mess around with it a lot, but he'll probably wind up top more often than not.
Jayce's lore is fine. People just don't like the idea of Viktor being slowly maddened by his whole cyborg all the things mentality he's got going on and got pissy when Jayce decided to pull a Tony Stark and smash up the weapon Viktor stole from him.

It makes Viktor seem like a scrub.
"Lore:
Armed with wit, charm, and his signature transforming hammer, Jayce lives to protect his native Piltover. He rose to prominence as an inventor, one whose magnetic personality and innovative creations brightened the lives of his nation's people. However, his technological marvels also attracted the attention of Piltover's enemies. Viktor, the machine-augmented scientist from Zaun, staged a deadly raid on Jayce's laboratory. Barely impeded by the lab's meager security force, Viktor stole designs for an arcane power converter. Jayce was sure Viktor would use his technology to create devastating weapons. He implored the Piltover government to respond, but the officials were unwilling to support an act of aggression. He decided to take matters into his own hands, realizing that if he did not strike back now, Piltover would never be safe.
Jayce returned to his laboratory and began making preparations for his one-man attack. After an intense period of research, development, and hands-on testing, he emerged. He had created an array of powerful armaments, including his crowning achievement - the versatile, transforming Mercury Hammer. Armed and ready, Jayce began his assault, easily smashing aside Viktor's acolytes as they rushed to stop him. Jayce fought his way into the heart of the lab and confronted Viktor, forcing the Zaunite to flee. After destroying Viktor's prototype weapon, Jayce returned to Piltover where he was hailed as a hero. He reveled in the adoration, but he knew that his actions had provoked the nation's enemies. Now devoted to the defense of his people, Jayce is Piltover's best hope for a bright future.
''Trust me: if we're smart, Piltover can stand strong against any threat. Hey, I'm living proof.'' - Jayce"
Also he looks like Clark Kent.
And "Defender of Tomorrow" is really really really awful.
We should like invent a new TL channel that is actually active. I would love to find some consistent people to play with and even form a ranked team to actually play the game in a coordinated way like god intended. Or maybe SOloQ has just jaded me ^^

Fed malphite takes the cake imo~
malphite doesn't really do all that much damage even when fed. he just becomes invincible while completely neutering your ADs when fed.
He kind of does though, especially with Abyssal his burst in midgame is crazy. He can singlehandedly force games to end if he gets fed early on, while Swain can still be countered with ignite and focus

we tried this for two days but only a couple people came in, and so it became pretty lame lol.
EDIT: i'd actually be okay with jayce and his lore, if his comments and all his voice is super cheesy to the point of mocking him. like captain hammer.
So about AD carry Jayce...he has a 1.2 bonus AD scaling ability, an attack steroid, and an AoE speed buff in cannon mode. His range is pretty bad though, 500 means that even Graves out ranges him. I still think he'll likely be played as a top but I fully expect most, if not all, pro AD carry players to try out botlane Jayce mostly because his kit seems pretty solid for an AD carry even if you never switched back to hammer mode.
The fact that he'll probably be pretty viable for every role other than mid and support means lots of people will probably day 1 buy him too.

He doesn't need to stay in that form though, for certain skirmishes I'm sure that it'll be more beneficial to change into the melee form, and it should also be able to deal some beast burst in gank situations, or even with an aggressive support botlane.
Also he might be "viable" for mid. Magic pen / AP Jayce can deal like 1000 AoE magic damage and also has a crazy E!
However I think the go-to build will be one based around abusing E with maxed CDR, starting with Frozen Heart rush
if his kit on LoL wiki is true the character will be interesting. He seem perfect for a agressive kill lane bot, bringing the full power of a double bruiser lane, but keeping the flexibility to go back to a short ranged ad carry. Also he keep the ability to push towers. His jungle might be better by level the aoe skill, since that's the way jungle clears have been going lately.
All right, I figured I can waste 6 dollars to give Elobuff a try. This at least really helps with current trends and some counters , seems helpful thus far, hopefully I can make more use of this over time

WAT. 380 base damage on his PB-AoE stuff. Truly low here.
About Jayce, I guess if AD carries weren't so skewed in itemization you could see him tried with non-full offensive builds to allow him to be played as a ranged AD and then switch to melee-mode when he goes for the kill with the burst the hammer kit gives (in lane), or the additional tankiness if he gets dived (if CDR affects the 6s cd on his ult I could see him played ranged, switch when a bruiser dives him, activate his AoE damage then use his knock-back as a self-peeling tool with the +35 armor/MR to reduce the incoming damage.
