Cassie needs to land her Q or her dps is shit. Not sure how that isn't being dependent on a skill.
While he is also a pro at helping with a gank, I think Eppa means that he can't go gank a lane due to the fact enemy mids usually just shove the lane on him anyway. His ability to wave clear is not very good at all if his ult is on CD.
