AD carries are characters that can build pure offensive items (no defensive component ie Maw, atmas, phage) and be viable. Ranged AD carries are the traditional ones bottom lane. You also have melee AD carries such as tryndamere.
TF is viable as an AD since he can pull a stun out every ~6-8 seconds and has an attackspeed steroid in his E. Not much else to say on him. There are better ADs and my opinion is that TF is far better played AP mid where he can gank any lane with his ulti.
Kennen is viable AD since he has high autoattack range (575), good base AD scaling (51.3 + 3.3) and has a steroid on his W (extra damage every 5 shots). What makes him truly good played as such is that his ultimate can stun and he has a good escape. Like TF, most of the time, he's not quite as good as traditional AD carries but he has his place.

swain's gunna rape melees even harder now. with vlad, kennen, kayle getting really popular top and with swain buffs, I wonder if we'll start seeing less top lane bruisers seeing how those guys all own bruisers hard.

Only thing I can think of maxing E for is to clear waves more efficiently. Otherwise I would always want Q first.
