Viktor can do it because his Q is i believe the most mana efficient targeted nuke in the game. At level three he gets 3+ points of damage for each point of mana spent (plus shield), and it has very short CD (5 second base maxed). At max rank its 4 damage per point of mana. All other targeted nukes (Annie/Veigar/LB/Ryze) are all around 2 per point at 3, going up to about 3 at max rank. I believe the second place for efficiency is janna W, with 3.5 ratio at max level, but nearly double the CD.

This new spec mode is so good for learning. Could not find recent VOD's of a good Annie player so had no idea a lot of the small stuff. Was ending games at like 90 CS, just played today after obs'ing a cpl annie games, up for 160+ CS.

Sorara actually has higher base AD until level 4, and marginally higher attack speed and particle speed.

The crystal on the nexus actualy starts that high up and lower as the game starts so thats probably what your seeing.

I'm curious, how does the deathfire change (nerf) affect veigar? Is he still very bursty without the full damage from deathfire from before? I've been building him boots 3 2dring then deathfire then rab. Will deathfire nerf really change the playing of veigar?
