W adds 4 dmg per lvl after the first 10 while E gives you 40 extra dmg and Q gives a littl elss then that at min. charge. Both Q and E also gain reduced cd. While lvling W would also give you the % dmg your not going to be triggering it a lot with the rest of your abilties having such long cds.

ye but make it rain allows you to sing a long so its much better. hail of arrows ad scaling is from bonus ad though, so i dont know. it will be ages before people agree on anything but i just get the feeling that 24 damage a hit is too stronk.

You definitely can't make it obvious you're picking Poppy and allow the enemy to counterpick: She can be shut down really hard (add Swain to the list of hardcounters imo). but thats like saying olafs passive is bad because if you are winning its less important. I'm just saying that Poppy's passive isn't such a big issue for normal top lane trades because it hardly even triggers. It's godlike when you actually commit to a fight.

People don't play Rumble in tourneys because of how obvious he is. For example, if you see a first/second pick Udyr, where is he going? Sure, he could go top, but what if you pick against him and he ends up jungling?
Rumble is just the opposite. If you see him first/second pick, hes going top, unless you're putting him mid vs Vlad.
Tops that are picked are either really hard to pick against (Udyr/Lee Sin because you simply don't know like I said above) or extremely retarded to deal with (Kennen, Olaf, Vlad, Shen are easily 4 of the best tops in the game right now).

Does anyone think I'm stupid for not getting level 2 and 3 ulti on Varus till 17 and 18? I just think the damage given on his other skills are more reliable and better than an extra 100-500 and his ulti cd doesn't bother me that much

I feel like Shen is very easy to counter nowadays since his laning's been nerfed. You can just pick a super sustain farmer like cho or yorick who just shrugs off all his harass and take towers if Shen ults. Towards the end game top gets super farmed while Shen is underfarmed from teleporting all around and sucks during team fights.
Yorick can also zone Shen so badly that it can get embarassing. Everytime I pick Shen I get counterpicked by a Yorick and it's like pulling teeth trying to survive that matchup. Basically have to go all in on using your ult to win the other lanes.
Shen not ban worthy anymore?

Doesn't really matter who you are vs him, that ult is annoying as fuck.
Faced Shen top as Swain once. Got a kill on him and was smashing his face in lane. He ult'd to an enemy, and I took tower. Its not really fun because if you take tower really early to punish his ult, he can just freeze the lane near his second tower and farm it, forcing you to either risk getting ganked, or to start roaming with your team to take objectives. If that is the case, he will be right there with you when his team decides to engage.
Split push bot>free tele to Baron if your team needs you.

Shen is ban worthy for the same reason Shaco is ban worthy, he's annoying to deal with and can easily get out of hand because people have a penchant for forgetting he exists during laning.

Considering the scaling as mentioned you would need to get 10 hits in compared to landing a single E or Q to make even on the damage.

The reason you don't say GG first as the winner in SC is because saying 'GG' is literally how you throw in the towel for lack of a better means to do so other than just quitting which leaves no room for interaction. Saying it when you think you've won is poor form that will get you a loss in a tourney and can make you look like an ass if he's got 2 stargates and a fleet beacon hidden at an expansion along with 8 carriers. In LoL though, if they've got 20 seconds on respawn and all we have to do is knock down nexus turrets, the game is over and regardless of whether they say GG or not, I want to get that GG in there because I grew up on Peewee Soccer and we always said 'Good Game' to be well mannered to our opponents. In the case of a surrender, it's even easier for me to just say GG because seeing that 'Surrender Vote Succeeded 5-0' is mechanically analogous to seeing 'DerpFace420: GG' in SC.
In other words, I say GG because the game is over and I say GG, not because my opponents say GG.
