As I'm at work, if anyone can try out Jax with the buffs/happens plays against one, can you tell me how he looks now? the changes look great, but he was iffy to meh after the change. I think these minor tweaks will put him in a good place, especially in the jungle.

21-0-9 Go heavy on the offensive with runes getting some combination of +AP and +mpen.
Skills order is QEQWQR, R>Q>W>E. You only need one point in E to set up your stuns. You want to max W second to get your long range attacks going so that you can abuse your lane fully. When you want to kill someone, your combo should be E>R>Q>R>R>Q. Fit in a W when and where appropriate. A lot of times, you won't need it except to finish someone off with a long range Q. In team fights, save the E for when someone gets close to you and focus on bombarding their ranged carry.
For items, open with boots + 3hp. Item build after is => 2 d-rings => sorc boots => death cap => void staff. You can get away with this because of your range. Afterwards, get rylai and then whatever else you want. I personally like DFG for the CDR and the active ability which helps me mow down anyone who tries to get close. Xerath is a real bitch late game because of his passive which makes him pretty tanky.

There's something I don't get: why do people get sorcs before blasting wand? Is the damage "boost" worth it, for example on champs with good base damage but lower scaling, or is it because even if it does give less damage, it brings more utility with the movespeed?

The movespeed early is quite huge. It allows you to gank non-warded lanes (rarely happens past 10 minutes) and escape better from ganks, as well as improving your 1v1 (more mobility = more kiting or sticking :D).

I dont know the exact number, but it always feels like sorcs do WAY more damage than buying wand.
Its like one of those weird things where the first time you go early sorcs and just blow people up you get that "wait WTF!?!" moment.
