He just has high health and lots of regen so people call him a "tank." The only item with resists I usually get on Mundo are FoN and sometimes Randuin's. Stark's is really good on him. So are AD items. Warmogs/Frozen Mallet are usually required (at least one of them, sometimes both). He's weird because there are so many ways that you can build him and I don't think anyone has found the most "optimal" build yet.
Yeah, I don't know why people think he's weak in lane. He's got bad match ups but his E does retarded amounts of damage all game and his Q is really fucking strong at all stages of the game too. Even if you get zoned you can still farm as Mundo.
In team fights you just do your best to draw threat away from your carries, help your carries kite, and do stupid amounts of damage with your Q and E. Admittedly, there isn't a ton of good reasons to pick Mundo other than he's fun because there are champions who will be harder to kill than him and do more damage than him. And in the case of like Alistar, as was mentioned earlier, that can peel better than him.

If you lane against a trynd/udyr/irelia/warick those kind of guys who just snowball off total free farm, it's bad. Sure you don't lose lane hard because you can lane with q but you shouldn't pick someone like mundo when you get outscaled that hard.
In midgame, when I win lane I find I have really high farm because mundo misses few cs and you just build warmogs and force of nature and run at squishies. You're basically unkillable unless they all focus you in which case you'd run away with an early R and toss cleavers. You tend to just run after an ap or ad carry with cleavers and level 5 W and then clean up the teamfight if you kill them//they get away.
Mundo tends to win kitey exchanges against low hp champs because of how his q is so good and his ultimate lets him heal to full and keep chasing, but mundo has problems against bruisers who just dont lose health.
I almost never don't do extremely well in normals at least when I win lane as mundo, I actually normally do well even if I lose lane but I'll stun run into problems based on fed bruisers being hard to deal with.
Even if you can't chase squishies your Q means you can kinda force them to take damage if they want to go past you and you can just use E and W on some bruiser thats on your squishies and Q them to perma slow if needed.
I mean the main reason I don't play him in ranked is because I won't win lane most of the time. I'm pretty used to playing the bruisers that sustain in a long fight but can get bursted so I adapt to his playstyle pretty well, could just be bads in normals but I often go legendary on mundo when I play him occassionally.
I max W before E, sometimes I get some points in E for lane but I find most of mundo you are Qing and doing damage with W rather than constantly auto hitting enough to make E worth it. I know W drains a lot of health but it's very hard to justify focusing the tankiest build guy in the team when you have build in CC reduction+movement speed+%healing reduction.
I also run flash/ignite. Never had use for the ghost/cleanse type stuff. Flash with ult and W lets you get away from a hell of a lot of stuff and picking off kills when they gap close away. Ignite is necessary to add some burst to your damage kit so they can't just straight up not run away from you.
I very rarely protect carries on any champion, I just try to trust them not to die, so if that's the way you're playing him it might be a problem. It's the supports role to peel although bruisers can help out I find it's only to be done in cases where their carries are being zoned by something. A carry is always a bigger threat and easier to kill than a bruiser so going on the bruiser makes little sense to me unless he's really far overextended. Skarner is much better for the damage+perma slow peel and has his ulti to boot. Mundos high regen and sustained amounts of damage means you need to take out their highest damage sources from the teamfight to increase the length of it. Same principle as with udyr. In <10 second teamfights they both do very little, in >20 seconds they are MVP.
