There's little so annoying in the jungle as getting a proc when you're on the last 10 hp of a small lizard.

Could always make it like vayne's w where it adds a debuff on that specific creep. But personally I like madreds as it is.

If you're going to make it less random, the best way is probably to just have it be a bonus damage number on every hit vs. minions, but that's much less fun than the current way it procs.

I think it'd be a pretty significant buff. Not only do you speed up jungling and make it slightly better in lane, you make early dragons predictable ... and easier, since you can start with the proc charged.

A possible method of balancing Wriggle's would be to remove the Life Steal and the proc and replace them with a special jungle-only on-hit which did 75 magic damage every hit and healed you for 25%-30% of that amount.
This obviously would constitute a nerf both for laning and for jungling. For junglers the big issues would be the lack of scalability (Life Steal scales with damage, this proc would not) and the decreased teamfight survivability (no more Life Steal). It's a severe enough nerf that a lot of junglers might forgo the item entirely, so I don't know if it's a viable one.
Such a change might be OBE if and when the jungle revamp arrives, but I don't expect that until sometime after the stealth rework.

Amumu, last I checked, could solo Dragon at 5 with 3 points in W, constant pots, cloth armor and ruby crystal. Don't even need blue.
