Putting someone in jail because of a crime he may or may not commit in the future is absolutely ridiculous. The West's justice system is still based on the principle that someone is innocent unless proven otherwise.

The court which put him in jail decided the sentence based on the offense, and rightly so. If the offense did not warrant indefinite imprisonment, then it's perfectly normal that he ended up being released.
Another matter is the surveillance that he should have been subjected to after his release (and perhaps was subjected to, even if it failed), a surveillance carried out by police/intelligence services.
