The UK is strictly speaking a unitary state in which all power is held at the top (the sovereign) and then filtered downwards (the opposite of a Federal system) but in practice we're far more willing to devolve real power than the US is, for example.

All the polls earlier showed that people expected a Brexit to hurt the economy, both among the Remain and Leave sides. Nothing unexpected here - it just means that they're willing to accept that cost.
