There are no "standard" precautions for what they're doing. All we know is, they didn't have enough precautions and can/should be sued/prosecuted for negligence. They put unknowing bystanders in mortal danger and no ammount of "normal precautions" can forgive that, legally or morally. They shouldn't do what they do if there's a remote chance of someone getting hurt (except maybe the production crew themselves). They've done these types of things numerous times. There are definitely standard precautions. The government gave them permits to perform such an act, so they didn't feel there was a legitimate public threat. I'm not one to say the governments always right, but if they permitted it then the MythBusters certainly can't be held liable. I feel like I'm getting trolled here.

I love the Mythbusters, but they should have never even considered using a bomb range so close in proximity to ANYTHING containing people. Why couldn't they just make a range out in the boonies with miles and miles of clearance? I've seen them in such places on past episodes... oh well, somebody is going to lose their shit over this.

it should slow it down. Water and the trash bin would be send off flying everywhere the velocity of the cannon ball should drop significantly. Water will provide large frictional force to retard the incoming object (or Viscosity). Assuming that there are lot of trash bins to buffer the hit.

Add to op when the news comes out The chances of them getting canceled are pretty slim, to be honest. Had someone actually got hurt, or had they been lax in their usual mounds of precaution, maybe. But all signs and their history, as well as all people involved indicate it was far more of a freak accident than gross negligence on their part.
Tie that in with the Mythbusters being one of their most popular shows by a reasonable amount and the personalities on the show being the types to make double sure something like this never happens again, and you end up with Discovery having little rhyme or reason to shut them down, though this will probably hurt what the network will allow them to do in a noticable way.

They were filled with water. Tons and tons of water. Water has some of the most stopping power out of anything else ever. Just like how shooting a gun into water, the bullet stops at only ~3 feet. They weren't just trashcans.
