Even his stint as President on New Caprica where he was making deals with the Cylons were for his other humans protection. All of those are signs of weakness, but not villainy.
Then, powerless, he wasn't able to cause much harm any more. I know his character very well, but the end result looks awful.

Except for the warhead act, and the dead guard I don't remember, nothing he has done has really shown "villainy" or the active pursuit of nefarious aims. Gaius Baltar for pretty much the entire run of the show is interested in preserving the human race, he just happens to be pretty terrible at it.

He seemed more like a good guy then a bad guy, but was supposed to act as a villain. His history with lillinette etc make you kinda feel for him. Spoiler'd Pic cuz it might spoil something for those who aren't at that part yet I guess: + Show Spoiler +

Here are two gems: Sergent Dornan from Camp Navarro + Show Spoiler + And the comunication from the Poseidon reactor 5 in Gecko to the Enclave oil rig (start at 35s, the speech at 1:25m is just too hilarious "Who the f... who is th.. wha?.. I should kick your effing ass!") + Show Spoiler +
