Logistics. Japan needs machines to get to the people in need, not necessarily money or even man power.
Interesting aside, RoK (South Korea) has already pledged to aid the recovery and rescue operations. There is going to be a need yes but I can also tell you that there is no other nation in the world as prepared as Japan. Thats the reason why we only see victims in the thousands and not the ten or twentythousands. Not quite, they are only showing the numbers of dead bodies that they've recovered so far from the disaster.
The number would definitely reach couple thousands as they have yet to uncover many other missing victims and deceased ones.
Not to mention, the disaster is still going on.

There are countries crying out for aid in which your money will make a real, tangible difference to someone's life. The amount of money needed to actually save a life is incredibly low when people are dying for the lack of things like mosquito nets. Japan hasn't even asked for help, giving them money because of the nature of the news cycle is absurd. Look Kwark, this is just dumb. Human beings aren't that coldly logical and never will be. Do you complain about local food drives or homeless shelters in the U.K. because the money/food from them would be more effective in Africa? I'm all for raising awareness of the horrible need for help in poor countries, but there's no need to shit on people wanting to donate to Japan here. You may as well get mad at someone for giving their friend $200 instead of giving that $200 to a random homeless guy down the street who needs it more.
I guess (and this is only what i would suspect) that he doesnt actually mean that donations to the japanese are a bad thing, just that the reason for the donations are not the right one. The need in other countries that have suffered similar fates not so long ago might still be a lot higher than in japan at this very moment.
I mean look at it this way, the japanese are probably the most experienced people on the earth when it comes to preventing damage from earthquakes and some other natural disasters. While on the other hand the haitians are still struggling right now even if they dont get as much media attention at this moment then when they did when the earthquake struck there, they still need a lot more help getting out of this disaster then the japanese ever will.
I'm not saying you shouldnt donate, just that you should think who really needs more help. This might not be as easy as it could be when all you see right now are news segments that focus on japan instead of events long past.

I am amazed at how normal things feel on the street, even here where it's safe. It's a situation where I'm aware of the magnitude of the event, but it just hasn't really sunk in much.

Scientists are warning that Japan may be facing a nuclear disaster on the scale of Chernobyl.

The events that occurred at these plants, which is the loss of both offsite power and onsite power, is one of the rarest events to happen in a nuclear power plant, and all indications are that the Japanese do not have the situation under control.
Japanese authorities are trying to avoid the cooling system failure from turning into catastrophe by venting radioactive gas and evacuating people, he explains.
The calculation at this point is that if you reduce pressure now by venting, you're reducing the risk of a catastrophic rupture, which could lead to an increase in radiation of thousands of times what it would be through the vents.
But a severe aftershock could undermine these efforts, a possibility that has laid bare a fatal flaw in readiness for the scenario that is now playing out in Japan.
I don't think any regulatory agency anywhere takes into account the possibility of repeated severe aftershocks.
