Brawl is notorious for having terrible input delay online no matter what. Yes, there's a delay in SF4 online that gets worse if you have a poor connection to your opponent. It doesn't use latency hiding netcode (predictive, using rollbacks to correct errors etc.) like SSF2T:HDR, GGPO, and 2dfighter (using nFBA) do. Just look for games with people close to you geographically so the effect is lessened.

My roommate does it on a regular basis. Bind L1 to all punches and L2 to all kicks for ultras and your good to go.
Ultimately there are a couple things that are arcade only, but unless youre playing Ken or some other kara character they don't matter.
Controller makes some games a lot easier (1 button dash in marvel as opposed to 2).
I mean, we're not playing on some top Japanese level, but in the 2 years we've been playing fighters the only real difference is that he can't kara. 360s might be a little harder as well, but practice makes perfect there too.
The reason sticks are so awesome is that they let you play like it's arcade, so you can go home and practice then come back to your arcade / travel to japan and do all the awesome shit you learned at home with no trouble.
If your execution isn't on point, that's something you just gotta work on like macro in sc (that's really a guess more than anything, I never made it past D+ in sc >.>).

No. Sticks are faster. This is why you never see pro's use pads. Granted, there are people who are good on pad, but the speed difference just throws it out the window.

You don't have to buy a stick. Pad works fine, if you don't plan on being a competitive player. A lot of my friends just play casually, just for fun.

okay, so i got through the cr.mk into ball woes now. but anyway, i've been watching quite a few blanka videos and there was this one part where blanka did a throw, then did a lp roll to get behind the opponent then IMMEDIATELY did ultra. the result was the opponent had to block the ultra which did mega chip damage, AND blanka rolled across the screen which made him safe from punishments.
is this some REALLY strict timing between the lp ball and the ultra or is it lp cancel into ultra? (I'm a sf newbie ) if its the cancel what do I have to do?
if i had to guess it would be something like: throw - lp ball - back forward - ultra. but it hasn't been working for me..
I would link the video but its some 1 hour video talking about the unlockable characters and the part I'm talking about is around 50 minutes.
also what are the "timings" on linking? for an example cr.lk s.lp. i'm just mashing the punch after the kick and sometimes i get them to connect and others the cpu blocks. is there a special timing for this or is it random? (though i doubt its random)

i would love to think im at least above average and i use pad... but some stuff is almost downright impossible for me like chun's kara in 3S and kens in sf4..... plus i hear that in tekken u cant light backdash into EWGF... never could get that down right

The timing for links is just something challenging you have to learn. For a link you need to wait until after your character has fully recovered from the first attack to input the second attack (as opposed to a cancel, where you input the second move that interrupts the recovery of the first attack). With Blanka's c.lk on hit you have 4 frames advantage after it ends for you before the opponent can block again. s.lp starts in 3 frames, so you have a very small window in which to get it to combo.
I just saw this thread on SRK which may help you out. I haven't looked at it yet myself, but apparently you can use your opponent's lifebar indicator to help you time links. Whenever you hit your opponent (for example, on 2p side), a flash of light will travel down the lifebar (left to right for 2p). You can supposedly use this flash as a visual indicator to tell you when to start your next attack for a link. It's similar to using the visuals to help you in a rhythm game.
No idea on specific Blanka SF4 stuff though sorry. Somebody else should know.
edit: About learning more intuitively when to do links, just try holding up (or maybe left or right) as soon as the c.lk hits. As soon as Blanka starts to jump (or walk sideways), that's when he's recovered from the c.lk. Learn how long it takes between the c.lk hit and the character beginning to jump, as that time--when he just recovered--is when you're supposed to input the s.lp for the combo. Granted, characters don't jump instantaneously, so the visual cue may not be perfect. Or using two controllers, have one character attack, then immediately upon hit hold up on both controllers. You'll be able to see who jumps first and thus who has advantage and by how much. Of course for the actual hard frame data numbers, check here.

just to put it out there.... theres ALOT of stuff that u get punished for if your roll gets blocked... dont randomly spam rolls heh......
with rog i think even if u hit with the roll i can usually punish still with dash punch... that or they dotn block...

Execution was terribad, which is why I chose turtle honda over Sagat, who is my main & favorite character 
Hate those 360 pads with a passion now, and apparently theyre gonna use em the whole way up. Here's to hoping I can scrub honda my way into a free TE stick lol

Pad is fine. You don't need nearly as much speed as some people make it sound like, tbh. Stick is better imo, but if you're used to pad and can do all the stuff you need to do on a pad, then by all means.
Ghoflz- Link timing is just doing the move right after the last one recovers. One way to get a feel for it is to watch your character's sprite, when their limb retracts all the way, try pushing the next button. Other than that, practice practice practice. Less mashing and more intentional work to find the timing goes a long way!
As for whiff ball into ultra, just do the motion for the ultra fairly slowly (get a feel for it by doing the ultra by itself first, but taking your time on the motion)- after that, it's just doing it slowly while the ball is still going so that you finish the ultra input right after the ball recovers (but quickly enough that the game still treats it like the same motion).

and that health bar link thing looks interesting. i wouldn't want to do it in the middle of a match cuz it seems so distracting to look at the health bar for the timing. but it could certainly help in realizing the timing and working at it to pull it out effortlessly.

Also, is it just me or is there a disproportionate amount of good ppl online (on ps3 anyway). like seriously, every game i play vs an akuma or a gouden and they fucking just obliterate me with all their combos. like i dont think ive played more than 2 nubs in the last 30 games? this game came out like 2 days ago, what the fuck

are we on the same PSN? I've won my last 18 random ranking games straight. Sooooo many Akumas, but my Gief's trained to handle their shenanigans.
I ran into a couple really good (<100BP) players and friended them, but a lot of the 1000-1500 players are jokes. Jump-in sweep, run away fireball all day. Jeez Akumas and occasional Ken/Ryu's, play more scary /rant
