The AI doesn't seem very hard on King, that, or Sparta is pretty good. It's funny how i am the most advanced on culture by going full warmonger. | ||

Also, does the appeal of the tile your city is on have any consequences later? ![]() I don't know if you can do so directly without a harbor district, but I was able to build a harbor even if it wasn't adjacent to the city center (If you are wondering about this location, it's because there was literally no better location + I need access to the eastern ocean + I needed an extra luxury resource to trade with) | ||

Yes, you can build ships in any city that has a harbor district, and you can build the harbor district on any coastal tile that is in your city's 3-tile radius. Appeal matters for neighborhoods, which is the main way of exploding your population in the mid-late game once you hit urbanization. The more appeal, the more housing that the neighborhood will give you. | ||
