Waterfall is usually used for post-e4 hidden areas. e.g. in Meteor Falls you could meet Steven Stone again and get to the deepest tile which has Bagon Oh and the beauty of RSE is tons and tons of surfing and diving looking for Regis, Sootopolis, Pacifidlog, Regis chamber etc. I remember surfing and fishing 24/7 for the goddamn Feebas too.
