Has anyone tried Arsenal yet? I loved the 1.6 custom maps which were basically this mode, but I think it has to be balanced really well in order to be enjoyable (for example Gun Game in BF3 is not very well balanced, imo).

If you've played thousands of hours of CS than you should know what the areas are called since you know... you don't need to be in the competitive scene to know banana, pit, lower b, and all this which is mostly common sense from playing the game.

but it would be nice to know the actual proper way to cover inferno's A, or B... would be interesting to read up on money management and different push strategies... While some of it is pretty common knowledge, I would still not mind reading if there is anything available... but I guess it's not so I will just search myself

No, there is no Team Liquid of CS. The only legitimate resource that used to exist was Gotfrag which isn't really a relevant site anymore. To be honest though, there's not really much to learn, it's a shooter. Advanced tactics are shit like throwing nades so they make a noise as soon as you defuse or shoulder peaking a ledge where you think an awper might be to bait his shot then cross the choke or kill him.

The most advanced concepts have to do with team synergy and strategy on individual maps which no team makes readily available to anyone anyway. Best way to improve is constant deathmatching with awp/deagle to improve reaction time and aim and then playing esea matches until you find a team to scrim with. Ultimately, if your aim and reaction times are good, you'll find a team pretty easily and can learn the rest as a team.

um esea and hltv.org are very good cs resoruces....

There's a counter... available in 1 week whatever hours, take 1 week off that and you have your august 14th time.

valve goes by pacific standard time. do midnight tonight in pacific strandard time and that is your answer. that is 3am here.

Valve has never mentioned a specific time so why bother asking a stupid question if you don't want guesses.

I don't remember Steam ever releasing a game at midnight, it's always been in the morning.

For non valve games that I've pre-ordered, they unlock at midnight. I have no clue about valve games.

Most games that are available from pre-order unlock somewhere between 12am and 3am est, restart Steam once per hour during those times to check.
