God, this happens to me on Pubs more than should be possible. I had one case where it was about 8v8, all Raiders except my sorry Soldier ass. Granted this was before the recent plasma nerf, but still, when there's 15 raiders out of 16 players, something's wrong.
Oddly enough, people like this seem to appear most when I play a Technician. Not even piloting anything, they just randomly target me as I'm hopping back and forth between things to repair and defend. Why do they keep locking on to me? Do they think I'm going to come after them? D:
I think Hi-Rez should give them an alternative to the saber just so they'd have something else to do than play "lock-on peek-a-boo" with me.
Didn't they lose to DeadStop during that CSN $2500 Tourney a while back? I kid of course, Legion is very good, and Talespin will only make them better.
Oh the new patch notes, took me a while to find these, oddly enough. Also, weren't you that bloke who told me and everyone else to fuck off every time you died in a pub, a while back? Not trying to stir shit, I just want to know if it's the same bloke. :\

Also, for the topic at hand, I tend to use different sensitivity mixtures depending on what game I'm playing. For SC2 it's somewhat high, but for Tribes:Ascend I tend to set the game sensitivity to low/med-low, but have the actual mouse sensitivity set high. It all comes down to some experimentation on your part, from the mouse sensitivity to key configuration.
Though for something as fast as Tribes, I'd still recommend setting it so you use the majority of your mousepad (or whatever surface you have it on), but it's different for everyone. Hell, I know someone who became accustomed to using a fucking trackball, exclusively for his FPS games, Tribes:Ascend included. Weird as fuck to think about, but it works for him somehow. Discover what's absolutely perfect for you and keep doing that. Go do that while I stop this post from getting any longer. :\ Back to lurking.

the sensitivity that my players (LgN) play on is extremely low, as it allows for greater accuracy... on a side note they all use giant mousepads haha. The really large razer one, and it really helps because you can just spring the mouse across the mat, but do smaller movements for more precise movements.
