The guy that performed Balon's sea burial told Yara that she wasn't guaranteed succession, but had to be selected by the Kingsmoot. I assume the same would hold for Theon, especially since this is the definition of a Moot:
"an assembly of the people in early England exercising political, administrative, and judicial powers."

Theon is a perfectly legitimate male heir. I'm pretty sure he wouldn't need to win any kind of election. Only Yara would, because women don't normally get to rule.

That scene made it pretty clear Ironborn are an elective monarchy. Usually the dead ruler's pick wins, but not always... other people within the house can also try to get elected. Sounds like that's Jack Sparrow's plan.

I thought it was an ordinary hereditary monarchy with the throne going to the male heir. The election is only necessary as a fallback solution because Balon's male heirs, his son and brother, are missing or thought dead. Once the pirate brother reveals his presence, he'll probably be crowned without an election. Why else would he suddenly return home to kill Balon?

Yeah it was pretty clear all the way from Season 1 on that Theon will be the heir to the Iron Islands. Election seems to happen because Theon is presumed dead.
