Already tried:
Updating Steam (steam up to date)
Verifying game Cache (Verified)
Reinstalling game (Reinstalled)
Next up is restarting the computer to see if it is a DNS thing or something.
Restarting steam is the best solution, if it doesn't help than it probably isn't only you. It's good to ask a friend to try and connect , atm I connected without a problem so you indeed have an issue

They're sort of an item that can be traded via steam trading system.

How long after buying can you resell items for the full gold? I'm curious if it's viable to e.g. buy a Bottle to regen faster and then sell it without repercussions. :>

You have 10 seconds for you to resell an item.......although I'd test it in a lobby game just incase that actually using the bottle makes it unsellable for 100%

it feels like it's a lot shorter then 10 seconds, more like, 3 or 4 seconds, I'm at work now but I'd love to see this confirmed (also would be nice if there's some sort of indicator ingame)

How does cleave and quelling blade work? If you hit a creep with battlefury and quelling blade, does a nearby hero take 35% or 46% damage? This should also be the same on kunkka right?

in dota 2, quelling blade only works on the primary target for kunkka splash (the splashdoesn't even do extra to creeps)
in dota 1, bfury + quelling stack fully, and i think that's how it works in dota 2 but i'm not really sure

No, hes extremely situational. His Aura makes Iniator nearly useless for example. He hasnt even to carry when he counters ES/Tiny/SK.

Which is a really smart way to make money. Half your drops are semi-useless treasure chests, enticing you to spend money to open them.

What he can do, though, is really, really rape certain heroes in lane. Skelly king is a prime example, but any hero without a semi-spammable spell will get dominated by his Q, or at least force an unfavorable skill build. Many carry heroes like Faceless, pudge, Spirit Breaker, Sniper, etc, have low mana pools and no spammable spells, so a silencer that builds something like Q/W/Q/E/Q is going to really, really destroy them. They will have zero mana and will have almost constant DoT that you can't exactly shrug off.

Is Skadi supposed to stack with Satanic? I know that Lifesteal Orb Effects used to stack with Skadi but it was only for Ranged heroes, now it stacks with melee as well.

Yes, they allowed melee to be able to stack it because it's "unfair" if you like (I think that the WC3 engine limited them stacking in DotA 1). Melee heroes are already 'disadvantaged' as it is by being melee.
