Hooligans and "radicals" are not limited to western Ukraine or even Ukraine at all. There are some radical people in Kiev that came from western Ukraine, no doubt. But all the evidences available so far show that large majority of them are coming to Kiev from eastern pro-russia Ukraine.

But as of today, it's clear that the protesters are taking on deadlier weapons to defend themselves from the police, there have been reports of sniper rifles, large quantities of molotov's, etc. In Western Ukraine, someone looted a military armory and stole tens of pistols. So, this situation will become way bloodier.
But the responsibility for this lies squarely on the govt., they used incredibly violent means to try to push protesters out of Maidan, something that every decent leader in the world has condemned. It didn't even lead to a positive result for the govt. for they failed, and now the protesters use more violence as well.
