That sounds like some left over union legacy issue that can only be solved through bankruptcy. Not really shocked that the city of organized crime had shitty unions cutting deals that were not viable long term. Rhode Island had a bunch of the same problems, but they are tiny and no one cares about them. Though an entire state going through bankruptcy is a terrible solution to a political problem. To bad they can't declare partial bankruptcy for pension obligations. But that isn't how the process works.

I dunno; I'd assume the plan is to try to make the bill somehwat palatable, but still not good; let it get voted down, then complain about the people who voted it down. at least that seems like it would be the standard political play.

Taxes is worse than healthcare and they need 60 votes. Win elections against a messageless Democratic party. If we get a resurgent Democratic party with a clear message that can be competitive, the GOP will have to step up its game. Right now this is the battle of asthmatic hamsters. No one has to step up their game with viable candidates. Frat boy Paul Ryan has no business being speaker.

I thought they only needed 51 votes for tax reform due to bypassing the filibuster through the budget reconciliation process? They can't move on to taxes though according to senate rules until they either pass or drop healthcare.
