No, all lurkers burrowed under swarm is invincible to tank fire regardless of any circumstance (except when they are in the process of burrowing/unburrowed/)

Under dark swarm, a burrowed lurker is immune to direct tank fire. But clumped lurkers take damage from the splash component of tank fire, as far as I know.

terrans can lift buildings, so isn't more viable to drop hydras under dark swarm to kill the CC? I have been doing crack drops but they just lift away and run.

Cracklings are quicker and more expendable, you hope that they're too busy macroing or engaging or dropping or something to quickly lift off their CC. Advantage of cracklings over Hydras are cracklings can move around quicker, and DPS quicker, and if you lose them; no biggie it's only 300 minerals as opposed to 900minerals 300 gas...also just by forcing a lift off on the CC costs them a lot of mining time as the SCVs leave, and the CC can't mine until the cracklings and swarm are cleared out...it also depends on if they've made the mech transition yet, if they have then hydras might be viable...although in ZvT, crackling+swarm drops aren't as common, it's more of a crackling+ultra+swarm+hydra+lurker drop, or what you do is have a control group of cracklings running around looking to deny mining at a weak expansion...
