Er, not sure why everyone is thinking that observation haki can predict the future is a big revelation.
Does no one remember the Goron sisters and how they would say what Luffy's attacks were before he hit them? Outside of Mantra, that was the first demonstration of observation Haki. Remember how luffy dodged that bullet in the return to Shabbody arc? That was also predicting the future.
Beyond being able to sense people like a sonar, one of the major benefits of observation haki is being able to predict attacks and react accordingly. Lots of people use it.
The only difference is that dogtooth can predict the future wayyy far in advance - not just moments but minutes. This seems like a very natural powerup, in much the same way how some people can lift more weight with their muscles.

Like observation haki lets them judge the slightest of body movements/posture to allow them to figure out where and when the attack would come from. Not really seeing into the future.
Like Luffy saw the slightest twitch of a muscle in the trigger finger which told him the gun was about to be fired so he moved type of thing, not actual seeing into the future. The only instance I can think of legit seeing into the future is when Luffy pulled back his attack from Mihawk to slam into the ice because he saw Mihawk slashes his arms off.
Random ass idea I got while typing this, maybe observation haki of that level ties into hearing the voice of all things like Luffy has been noted to do. It would explain why before eve having observation haki he was able to use it at such an extreme level out of instinct? Maybe Katakuri can hear the voice of all things like Luffy and Roger? Anyway back to my main point...
This level is huge because Katakuri could literally predict not only movements and attacks but words and full interactions. Seeing that well and that far into the future is pretty huge imo.

he only mentioned the general points, theres probably alot of subtlty that will lead up to the actual cutting of the portrait that Luffy and co will be completely uninvolved in
he probably has future dude set up near where Luffy will make his entrance, maybe try to make him focus entirely on that
his sight probably isnt that passive though, he probably has to focus to actually see the future

Still a connection could be possible. Would make some sense that perhaps those who can hear the voice of all things are more adapt at observation haki naturally?
Maybe Luffy can gain the access to abilities like Katakuri's easier due to it type of thing?

The question is how many seconds into the future Jellybean can see, versus the amount of seconds needed to get BM dead.
I think Capone's timing has something to do with Jellybean's Haki. As in, the 3 seconds required to survive between the portrait breaking and BM getting weakened.

Yes, because Capone knows about Jellybeam's haki. So we know he planned his assassination in full knowledge of this haki's capacity.
