In the same way the Toronto Maple Leafs made more money off of Doug Gilmour than the St. Louis Blues did.

I doubt that. You are comparing St. Louis / Toronto hockey markets to basketball markets in which case you have made a horrible error...there is no Toronto basketball market.
Kidding aside, I like the hiring of Ujiri in Toronto but that team would merely be a launching pad for Wiggins free agency in about 5 years.

if there were no Toronto basketball market they would've never been awarded a team. Isiah Thomas, Bryan Colangelo, and Glen Grunwald never would've come here. if there were no Toronto basketball market then they would've left town as fast as teh Grizzlies left Vancouver.

So, in almost 20 years the raptors have one a single BO5. Check their attendance in the past several years of no playoffs.

Coming to Canada, passing through customs, enduring the cold winters... are all a giant pain in the ass. Why would the NBA and the PA put up with all this crap? Toronto and Canada represents a giant pile of cash and David Stern and the NBAPA knows this. That is why there is a team in Toronto.
i'll spell it out for you. the 5 worst teams in the NBA for 2013-4 won't be able to generate the kind of revenue MLSE will be able to generate using Wiggins.

I grew up in Western NY and spent a good amount of time there. Hell, my Bills will probably be moving to Toronto after this next lease expires in Buffalo.

Everyone and their mother will be trying to get Wiggins next year, and no matter how hard they tank there are going to be teams with a better shot, like the Bobcats or any Western conference bottom-feeder, since they play more good teams a year.

All the non-championship contender teams (both real and teams that think they can win) will try to tank to get Wiggins, but even then, some bad teams have to win games. Everyone can't be a loser in the league (over half the league makes the playoffs).
I would've thought that if Doc and KG moved to the Clips, Stern, in his final act rigs the lottery so that Boston lands Wiggins. Yes, I know that Adam Silver is going to be commissioner by then, but Silver has always been Stern's right-hand man. Obviously this isn't going to happen now.
