The stream number decline in west has exclusively to do with the casters. If Khaldor/Wolf or Tastosis or other professionals were casting this they would be higher. For Korea, it has pretty much been fucked up by Blizzard/Kespa and their ridiculous feud. It was simply too late when they had an agreement.
I think the casters do have something to do with it. But I wouldn't said it is exclusive to the casters. A lot of the game play itself isn't very good. A lot of down time (most games were longer in BW so the downtime ratio wasn't as bad).
