It has more to do with the weak Republican field then Obama's greatness. And I have the feeling the republican are almost hoping they lose the elections with some of the moves they make.

If you are asking about European perspective it is quite simple. If you put politics in terms of left and right, then in the US, Democrats/Obama is left, Republican/Romney is right.
In Europe, Obama would be considered solidly right, and Romney would be considered close to fringe right (really, he would). That means that from a European perspective, there is the choice between a right wing candidate, or a fringe candidate. So the obvious favorite is Obama.
The only things that can change this voting ideology is if foreign policy is somehow weirdly different from general political ideology, unless that happens, the majority of Europeans will agree more with the Democrats.
If someone has links to polling results for the last presidential elections, that would be good. But the Nobel Peace Prize was a political act for sure.

That is incorrect. Under senate rules you cannot fillibuster a budget. Not having 60 votes does not excuse them for not passing a budget. Also the democrats used budget reconcilliation rules to pass the healthcare law without 60 votes.

The government is making promises it cannot keep, and the citizens could care less about the coming generations. America is going the way socialism and headed for bankruptcy. These books will change your life and help you to understand how close we all are to losing everything. The government now controls more than 65% of our economy. We are now 15 trillion dollars and debt and climbing quickly. If America doesn't reverse course this election cycle, you are going to see an economic meltdown unlike anything ever witnessed since the beginning of civilization. It's not a matter of republican vs democrat anymore; although, it's clear that democrats have been far more destructive via implementation of massive government programs and spending. It's about the citizens vs. the government. How anyone could think Obama has been a good president is shocking. He had the senate and house. He passed everything he wanted. As a result, we are now so far in debt that we may never see our way out, and for what? What has he given us that has made us any better off? The real answer to that is nothing. The sad part about the whole matter is that the damage he has done won't truly be seen until years after he's left office. He keeps making empty promises and we keep falling for it every time hook line and sinker. Be honest with yourself, how many promises has Obama broken. I think even the more liberal individual would have to admit, damn near every single one of his promises has been broken. As a result, the greatest nation on the planet will fall from within. For example, in the 70's you could buy a car for a 100 dollars. If you made a 100 dollars a week, you had a place to live, food to eat, and the ability to buy a car. That "congress" was a result of people voting against democrats because they were disapointed in Obama/the democrats. He inherited a democrat majority in both the senate and the house but failed to act accordingly in the eyes of the voters.
The Democrats in Congress failed to act accordinly in the eyes of the voters, who chose Obama and his political mandate. And yet, the Republicans spin it to be a failure on Obama's part. I just hope people don't fall for this kind of manipulative, political spinning.

Pretty much. In our current bastardization of Senate rules and the political climate, just the threat of a filibuster stops legislation from proceeding for some stupid reason. I actually wish they had the balls to call out the Senators who threaten to filibuster to actually DO IT like the old days. If you really want to filibuster, then go on the floor and actually do it.
Senate rules allow for an individual to hold the floor for as long as they want assuming they are still speaking, however members are allowed to yeild the floor to other members of the Senate. So if the entire group of Republicans were to decide to fillibuster, they could just endlessly yield the floor to other members of the Senate so there's really no point in forcing them to sit there and speak.
I've heard a lot of people complain about the filibuster, but it's actually an extremely important rule. It's there to protect against the 'tyrrany of the majority'. The idea being that it can protect against one party getting 51 votes and being able to do whatever the hell they want. It's an important concept, and has served to broker some key compromises over the years; such as with Bush's supreme court nominees.
It's not as easy to use as a lot of people think. The filibustering party uses a lot of political capital by initiating one, and risks potential voter backlash if they aren't careful about how they go about it.

There is no one specific set for rules of order, each country and governing body can set out whatever set of rules they want. However compared to parlimentary rules set out in Roberts Rule's of Order, then yes the Senate has some big differences.
Requiring a 2/3 majority (known as a "supermajority) is pretty standard however, again to protect against the 'tyrrany of the majority'. The idea being that a party with 51 votes in the Senate shouldn't be able to gain complete control. There was a lot of caution and a hell of a lot of thought that went into the Senate rules when they were laid out.

You want to discuss substance, that is a good thing, especially for such a thread. So: I'm dutch, I don't vote in this election, I will follow it. You clearly support Romney in favor of Obama, you try to make a case based on how Romney would be better for America than Obama. If I'd argue the opposite, does it matter to you?

But as far as promises kept/broken: Obamameter. Looking at his broken promises, I'd say a lot of those were just realistic consequences of not having congress majority post 2010. I will admit he could have done more in his first two years though.

It's actually really sad how little Obama accomplished during his first two years when he had huge democrat majorities in the house and senate. How hard would it really have been to throw a few bones to co-opt some republicans? Instead, he was pushing legislation like Obamacare that he had trouble getting all of the democrats to line up behind. Such a waste of an opportunity for the liberal agenda.
